The situation which the
Governor has had to face for some
months past has been, and still is,
one of great difficulty; and of
course the quite considerable
burden of expense entailed by the
Chinese
admission of refugees in such large
numbers has had to be borne by the
Colony. For these reasons we
would intensely dislike having to
deny liability in the name of His
Majesty's Government for that
section of the non-Chinese
refugees referred to in the
